Frank Eng is a Senior Partner with The Whitestone Group. As a bilingual senior leader with over 28 years of strategic management and leadership experience including financial responsibility within Canada’s healthcare industry, Frank leads the healthcare information technology and systems practice for the Group.  He has a proven ability to consistently develop and deliver customer focused information systems solutions resulting in increased customer satisfaction. Frank is excited to serve on the Board of the HKCBA Ottawa and looks forward to working with and getting to know its members.

Jessica is a Senior Manager with Welch LLP. She has had 10 years of experience in providing accounting and assurance services to clients primarily in the not-for-profit sector. She also has extensive experience with federal government departments and agencies auditing various Contribution Agreements in the role as Project Manager. Currently, Jessica is a member of the Welch LLP Tax Group, providing indirect tax and payroll tax advice to clients in various industries. 

Experienced Senior International Business Development executive with a history of working within the Legal, Defence, Cyber Security, Life Sciences and Information Technology sectors.

Demonstrated ability in the development of strategic business, marketing, client capture and communications plans, their budgets, tactical execution, KPIs and ROI measurement. An outstanding diplomatic and persuasive negotiator, skilled in influencing win-win decisions.

Strong expertise in pre-qualifying sales leads and a client centric approach to generating new business and growing existing work by cross selling solutions. Deep local and global network of referral sources, complimentary service providers and channel partners. Experience in the onsite and remote management of strategic business units, practice groups, offices and national organizations.

Sandra Wu joined the Hong Kong Canada Business Association as Board Director in 2017. She has 24 years of working experience in multi-sectors with a senior management role, including Chief Administrative Officer and Executive Director of the Department of Medicine at The Ottawa Hospital and the University of Ottawa. She has managed large teams with a diverse professional background such as digital health, artificial intelligence, knowledge translation, business development, and R&D. She has also worked in disaster management and emergency response. This experience enables her to be agile and responsive to change in challenging times. 

She has been recognized for demonstrating leadership, fostering inspiration, and building relationships. Having worked in a global market, she understands the importance of ‘Human-Centred Design’ to deliver high-quality services and client experience. 

Sandra holds an MBA, a Project Management Professional (PMP) designation, and a Lean Greenbelt in healthcare. She recently finished executive education with the Massachusetts Institute of Technology (MIT) research university.  

Kimberley Barclay is currently a Strategic Change Consultant at Deloitte Canada. In this capacity, she focuses on enabling transformations to drive sustainable change.

Prior to joining Deloitte, Kimberley was a Relationship Manager at the Telfer School of Management, University of Ottawa. Passionate about bringing students and the external community together to create valuable experiential learning, Kimberley taught Digital Marketing and travelled to Hong Kong to connect students to opportunities in Asia. Kimberley also served as an Instructor of English Language and Culture at Joongbu University in Daejeon, South Korea. 

Kimberley is fluent in French and English. She holds a degree in Political Science and International Development Studies from the University of King’s College (Dalhousie University) and a Maîtrise en administration des affaires (M.B.A.) from the University of Ottawa. 

Chief Executive Director, Hong Kong Corporate Services Group 

Callan hails from the United Kingdom, having grown up in Edinburgh, Scotland, where he was involved in business consulting at the Edinburgh Chamber of Commerce. Callan has also been Chairman of several non-governmental charitable entities and served as General Manager of a United Nations infrastructure company during the Bosnian War 1992-1995. Callan is a business specialist with significant private and public-sector experience in strategic and business planning, human resource management, and corporate services.

With over 25 years of experience in management and consulting, Callan has assisted firms from Australia, Canada, the UK, and the USA to develop a presence in Hong Kong and Mainland China. Since Callan’s first appointment in Asia in 1999, he has led many global firms to expand within the region and took up voluntary posts, including Director of the Canadian Chamber of Commerce. 

He is a Fellow of the following organizations; The Hong Kong Institute of Directors, the UK Institute of Directors, and The Royal Society of the Arts and a Member of the Australian Institute of Company Directors.

Director, Canada Hong Kong Trade Development Council 

Andrew was appointed Director, Canada at Hong Kong Trade Development Council (HKTDC) in July 1993.

HKTDC is Hong Kong’s statutory body responsible for the promotion of international trade (imports and exports) in merchandise, services and technologies, via the Hong Kong platform. The Council works through a network of more than 40 offices worldwide.

Andrew Leads the Council’s Canadian operations and the HKTDC team located in Toronto. “Team HKTDC Canada”, in close co-operation with many like-minded public and private-sector multipliers, assists Canadian companies from coast to coast in accessing and reassessing their business opportunities in Hong Kong, Mainland China and the rest of Asia through the Hong Kong platform.

Prior to his emigration from Hong Kong to Canada, Andrew held trade development and promotion posts including Assistant Manager of the Hong Kong General Chamber of Commerce, Market Officer at HKTDC headquarters, and Attaché commercial for the Government of Québec Office in Hong Kong.

Ms Mo joined the HKSARG in 2001 as a member of the Administrative Officer Grade. She had worked in different offices, including the Home Affairs Department, the then Environment, Transport and Works Bureau, the Security Bureau, the University Grants Committee Secretariat and the Tourism Commission of the Commerce and Economic Development Bureau.

Before taking up the Director post in HKETO, Ms Mo served as the Deputy Head of the Human Resources Planning and Poverty Co-ordination Unit under the Chief Secretary for Administration’s Private Office.  She was responsible for providing secretariat support to the Human Resources Planning Commission and Commission on Poverty under the chairmanship of the Chief Secretary for Administration, as well as monitoring the implementation progress of the initiatives and the delivery of policy objectives agreed by the two commissions. 

Ms Mo received her Bachelor of Arts degree from the University of Hong Kong.
